I work with epoxies and polyurethanes in the flooring industry, so this is not real hard to do, but I don't recommend attempting this if you don't have some form of professional knowledge in preparation and application .
Wearing a rubber vest or similar will help with grip whilst surfing, even a little wax can help , so there is other options over this Hipster Grip to keep you and your surf mat together as one on the wave.
